Sr Prof. Hing Fung Leung
Sr Prof. Leung Hing Fung is Professor and Head of Department of Law and Business, Shue Yan University, and Adjunct Professor in the Department of Real Estate and Construction, University of Hong Kong, specialising in property and construction law and dispute resolution. He practises as barrister, arbitrator and mediator. Sr Prof. Leung is a very experienced practitioner in arbitration and other forms of dispute resolution. He is a panel arbitrator of Hong Kong International Arbitration Centre and panel adjudicator of Hong Kong Institute of Construction Adjudicators. Besides, he is the past Vice-Chairperson of Hong Kong Mediation Accreditation Association Limited and a past Chairperon of Hong Kong Mediation Council of Hong Kong International Arbitration Centre. He has conducted numerous training courses and seminars relating to the Security of Payment Legislation. He was one of the drafters of the Adjudication Handbook published by Society of Construction Law Hong Kong in 2023.

The Construction Industry Security of Payment Bill (“Bill”) was gazetted on 17 May 2024. As outlined in the Bill, the Ordinance is set to take effect eight months after its publication in the Gazette, anticipated in January 2025.

Quoted from the Bill, the objectives of the Ordinance are:
- to facilitate the recovery of payments under construction contracts;
- to provide a mechanism for speedy resolution of payment disputes under certain construction contracts through adjudication proceedings;
- to give a right to a party to a construction contract, under certain circumstances;
- to suspend or reduce the rate of progress of the construction work or the supply of related goods and services under the contract; and
- to provide for related matters.

In the CPD, Professor Leung would walk through the Bill with particular focus on statutory adjudication and processes to offer valuable insights and highlight critical considerations for surveyors, who play pivotal roles as stakeholders in the construction industry.

Prior online registration is required. Walk-in registration will not be entertained.
Eating and drinking is not allowed at the Surveyors Learning Centre.

*For ZOOM: The event will be conducted online via ZOOM. Upon successful registration, the ZOOM link for joining the CPD event will be available in the CPD/PQSL profile under the "Member Area" of the HKIS website.

On-line registration is not applicable for non-HKIS members. To register, please complete the CPD registration form and return with payment to the HKIS Secretariat.

1.	The registration fee is non-refundable and non-transferrable.
2.	A registration number will be generated for each application. The registration number is unique and non-transferrable. Members cannot proceed to payment if they do not apply the CPD event and obtain the registration number through the HKIS website.
3.	Payment can be made by cheque or by Credit Card (Shanghai Commercial Bank Ltd. / American Express). Cheques should be made payable to “SURVEYORS SERVICES LTD.”. A separate cheque or Credit Card payment instruction form is required for each event/ application. You should write down the registration number and HKIS membership number at the back of your cheque. The HKIS Secretariat will update the payment status and your application will be confirm when HKIS Secretariat receive your payment.
4.	Payment by PayPal is also acceptable. Please register in our web site before the closing date for each event. Please be reminded that if you cannot settle the payment within 7 days from the date the HKIS Secretariat accepted your registration, your registration number will be invalid and your application will be rejected. Your name will not be included in the registration list and you cannot attend the concerned CPD event. (Not applicable for site visit / social event / joint event with other organisation)
5.	An official receipt which must be presented at the event, will be available for downloading from the "CPD Profile" under Members Corners when payment is received.
6.	Incomplete or wrongly completed registration will not be processed.
7.	In the event a Typhoon Signal No. 8 or above or Black Rainstorm Warning is hoisted, the event will be postponed and a new arrangement will be announced. Should the aforesaid warnings be lowered 4 hours before the event, the event will proceed as normal.
8.	If you have not received any reply from HKIS Secretariat within 7 days of the event, you may call the Secretariat at 2526 3679 to check the progress of your registration.
9.	The HKIS reserves the right of final decision and interpretation in the case of any disputes.

1.	I confirm that I fully understand and accept the risk of joining the above visit. Under no circumstances shall The Hong Kong Institute of Surveyors ("HKIS"), their staff or agents be held liable for the consequence of any accidents whether or not they are caused by the negligence of the HKIS, their staff and/or agents.
2.	Members participating in the above visit shall be in good health condition.
3.	While the HKIS has arranged Group Personal Accident insurance for members joining the above visit, members who have been accepted for joining the above visit can consider procuring an appropriate insurance policy to cover their own risks before attending the event.
4.	Claims related to COVID-19 and/or pandemics are excluded under the insurance policy procured by the HKIS.
